NYC has been moving away from Israel bonds for a couple of years now. However, they haven’t been dumping them, they wait until the bonds mature, take the payout, then don’t reinvest.
If ‘Mandummy’ actually tries to dump them. I’m not sure where he would find a secondary market for them.(I’m not familiar with Israel Bonds)
My expectation would be the State Comptroller of NY would probably buy new bonds when issued, to pick up the slack.

Because this would be a forced sale, New York City will probably have to sell its Israeli Bonds at a discount, which will push the implied interest rate even higher.
