Orly is going to London to look at the Colonial records because when Obama was born, Kenya was still a part of the British Empire. There is no need to go to Kenya. She is verifying the original entry of his birth in 1961, not the copy of 1964. Does that make any sense?
The records in Kenya are too likely to have been tampered with and would be useless.

Goes to the best evidence rule. The original is much more persuasive than subsequent intrepretations.
Apart from the fact that Kenya may have sealed relevant records, Orly may have good reason to suspect the register that has the book and page number reference on the Kenyan “COLB” has been altered or destroyed. For example, someone may have advised Orly that even with his contacts, Rahm came up empty-handed (or was successful).
Although she no doubt feels safer in London, she certainly needs personal security.
