Yesterday I passed through Upstate South Carolina. Spartanburg is a very friendly, smaller city. It is not at all unusual to strike up a conversation with an absolute stranger in this generally congenial environment. I haven't subscribed to cable TV for many years, relying instead on several online streaming and downloading services for the entertainment and news programs I'm interested in. One of those services was C-Span's website, but earlier this summer C-Span restricted live-streaming for non-government programming to those with a cable TV subscription (which includes C-Span in its package). I think this is a classic example of what happens when a law enforcement agency isn't trained or prepared for an unexpected or exceptionally large event. Ferguson is a city of 21,000 people.
