LITTLE ROCK (KATV) - Pulaski County authorities are searching for a man who escaped custody Monday morning in downtown Little Rock. Castro Hernandez, 29, was being taken to the Pulaski County courthouse for a hearing on rape charges when he escaped. Witnesses say they saw Castro running from authorities. Castro apparently shed his shirt, which authorities found near the Central Arkansas Library main location. Hernandez is a Hispanic male, 5 feet 1 inch tall and approximately 120 pounds.

Paul LePage and Democrat Attorney General Janet Mills are at odds over the governor's directive to withhold aid to immigrants who can't prove they're living in the U.S. legally, and their dispute is causing confusion among Maine's cities and towns that dole out the aid. LePage says federal law prohibits the state from providing aid to those living in the country illegally, and he has threatened to withhold funds for a municipal welfare program if cities defy that prohibition.
