It seems to be a Muslim cultural thing because aside from Obama there's no other current world leader I can find who does this when lecturing people. However, I did notice that you can find pictures of Adolf Hitler, Benito Mussolini, Joseph Stalin, Fidel Castro, Hugo Chavez, and Manual Noriega frequently making this same gesture when speaking.
