Two months after the City Council thought they voted to add more red-light cameras, Mayor Bill Foster slammed the brakes on the increase. A 43-year-old state trooper has been charged with larceny, accused of stealing jewelry and cash from the victim of a fatal crash on Route 15 in Fairfield on Sept. 22.
