Many gay, lesbian and transgender immigrants held in U.S. detention centers, who may be vulnerable to abuse by guards and other detainees, are placed in solitary confinement to protect them, but the isolation can cause psychological problems, according to a new report by the left-leaning Center for American Progress. “Solitary confinement is considered a form of torture,” said Sharita Gruberg-Wanker, a policy analyst at the center. “When U.S. Immigration and Customs Enforcement does this to prevent people from being sexually assaulted, it puts them at risk of other forms of trauma.”

Many communities across the U.S. have problems getting reimbursed for sending ambulances to pick up patients, but for one community along the U.S.-Mexico border, the delinquent party is the federal government, which the city of Nogales says owes it hundreds of thousands of dollars for picking up immigrants. The Arizona city billed the federal government for hundreds of ambulance sorties dispatched to calls from federal agents when they find someone injured, but the government has paid less than 20 cents on the dollar — leaving Nogales to bear the burden of more than $250,000 in the past fiscal year alone.

A drug-smuggling tunnel equipped with electricity, ventilation and a rail system has been found connecting San Diego, California, and Tijuana, Mexico. Authorities seized more than eight tons of marijuana and 325lb (147kg) of cocaine in the discovery. Officials have not revealed the exact length or location of the recently finished tunnel, but Mexican media report it is near Tijuana's airport. More than 75 such secret tunnels have been discovered since 2008.

New estimates show the federal government will spend nearly twice as much fighting global warming this year than on U.S. border security. The White House reported to House Republicans that there are 18 federal agencies engaged in global warming activities in 2013, funding a wide range of programs, including scientific research, international climate assistance, incentivizing renewable energy technology and subsidies to renewable energy producers. Global warming spending is estimated to cost $22.2 billion this year, and $21.4 billion next year.
