SACRAMENTO — Gov. Jerry Brown has signed a bill allowing local governments to impose a vehicle registration surcharge to pay for bike lanes and trails. The governor's office said in a statement that Brown signed the bill in Sacramento on Saturday. It lets cities, counties or regional park districts to impose an annual vehicle registration surcharge of up to $5 to pay for local bike lanes and trails. The surcharge can be imposed until Jan. 1, 2025. Democratic Sen. Mark DeSaulnier of Concord sponsored the bill that passed the Senate 24-9 in August. Opponents argued that drivers should not have...

California prosecutors have declined to file charges against a sheriff's deputy who struck and killed a prominent entertainment attorney and former Napster executive with his patrol car last year. Deputy Andrew Wood was apparently distracted by his mobile digital computer when his patrol car drifted into the bike lane, running over cyclist Milton Olin Jr. [snip] Prosecutors said in a letter released Wednesday and cited by Los Angeles Daily News that because Wood was acting within the course of his duties when typing into his computer, criminal charges are not warranted.

According to the article, a visitor to Nantucket took a picture of John Kerry riding a little pink girl's bike. If this turns out to be real and not photoshopped, could we ask for a more humiliating and pathetic Secretary of State?

ROSEMOUNT, Minn. (KMSP) - It's yet another instance of a neighbor puling a gun on a neighbor. This time, it happened in Rosemount, Minn. while a father was teaching his 7-year-old daughter how to ride a bicycle. Gary Drake, 61, is facing second-degree assault and terroristic threat charges after he was accused of brandishing a shotgun on Daytona Way last week. It's an idyllic street, but neighbors there like to talk. When Jeanne Helgeson heard rumors that a well-known neighbor had threatened someone with a gun, she didn't believe it -- until her next-door neighbor confirmed the details, that is....

A man who loved his bike a lot, took it with him when he died. Bill Standley, 87, of Mechanicsburg, Ohio, spent many years traveling across the United States, on his 1967 Electra Glide. Standley left behind three children, two sons and daughters. His daughter, Dorothy Brown, said that the idea for her father being buried with his beloved bike, came about 18 years ago when they were discussing what to do with this bike when he died.

Armstrong was open about his doping with Crow, never suspecting that she would tell anybody about it. "Rather than try to hide the transfusion from her, Armstrong was completely open about it," the authors write, according to the Daily News. "He trusted that Crow would have no desire to tell the press or anyone else about the team's doping program. He explained that it was simply part of the sport - that all cyclists were doing the same thing."

WASHINGTON HEIGHTS — A woman jogging in a park while pushing her 8-month-old son in a stroller Friday morning turned the tables on a would-be attacker, hitting him over the head with a tire pump and sending him packing, she said. Mary Jane Jarman, 33, a stay-at-home mom from Washington Heights, was jogging home on the Hudson River Greenway near the Henry Hudson Parkway and 190th Street at 9:30 a.m. Friday after dropping her daughter off at school when a man jumped out from a behind a wall holding a broken glass bottle, she said. "Come here, come here," the...

With the east span finally open, planners are already at work on the next mega-Bay Bridge project - a $1 billion-plus makeover of the western span that would include a $500 million hanging bike path. "I'm sure the bike advocates are going to start agitating for that" soon, Metropolitan Transportation Commission Executive Director Steve Heminger said from the stage at Monday's bridge re-opening ceremony. They already are. --SNIP-- But the biggest challenge of all could be selling toll-paying commuters on the idea. Drivers are already paying up to $6 at peak hours to cross the Bay Bridge. Redoing the western...

The bicycle party known as Critical Mass turns 20 on Friday. Hundreds, possibly thousands, of riders in all manner of dress and - if recent history holds true, no dress at all - will band together for a commemorative, congestion-causing cruise through downtown San Francisco. [snip] Chris Carlsson, the Critical Mass spokesman, said he expects 5,000 to 10,000 riders on Friday, more than 10 times the number of riders who routinely participate. "It's going to be a gigantic mess, but it is going to be fun," Carlsson said.

A few months ago, I received a phone call from a cyclist with an incredible story about an incident in Lawrence County, Ohio. Because the cyclist-a guy named Tony Patrick-was in need of an attorney, I hooked him up with Steve Magas, a contributing author to Bicycling & the Law, and a well-known bicycling attorney in Ohio. After hearing Tony's story, Steve took his case. More about that later; first, let me tell you about Tony. Weekdays, Tony runs his small construction company in Huntington, West Virginia. Weeknights, and weekends, Tony, a Cat 2 racer, can often be found hanging...

It was a typical early summer evening in Portland: cloudy skies threatening rain, temperatures in the mid-60s, and thousands of naked bicyclists gathered near the city's waterfront for a clothing-free night ride. The Portland version of the World Naked Bike Ride was about to begin. "It is the most liberating, natural feeling possible," said Brooklyn Jay, who came all the way from Phoenix for the ride. World Naked Bike Ride is a globally observed event among hard-core bikers designed, at least ostensibly, to promote the use of the bicycle for transportation. But Portland cyclists have been especially adamant about making...

A group of men in Brooklyn apparently decided the fastest way to steal a bike chained to a tree was to cut down the tree. A video on YouTube shows the men early yesterday morning looking at the bike before finally chopping down the tree. One then rides the bike a bit, only to leave it right where the group found it. http://www.youtube.com/watch?feature=player_embedded&v=PcV4LVhSRLg
