    Nebraska and Maine distribute their electoral votes by district, I believe...with the "popular vote" winner in the state getting the TWO votes that represent the Senate delegation. So what if every state had this kind of distribution? What if electoral vote distribution was awarded to each candidate by how they did in each DISTRICT, with the winner of the popular vote in each state getting the two "senate" votes?
