Turns out a plant had to shut down for a couple of weeks, restart, go into production to make (maybe) 3 hammers, go through all the red tape, make sure it passed the nuclear blast specs, shut the plant down for two weeks and restart producing the 12 dollar hammers.
Yeah, the “contract stipulations” that chris dodd would attach to defense bills to enrich his cronies at Stanley Tools.
Case in point the GE F404 engine for the then new F/A-18. Everyone (including the receptionist out front, the secretarial staff, the janitors, etc) at the Lynn Engine Plant had to have this one tool costing hundreds of dollars each. The tools come in, and they are cheap phillips head screwdrivers made by Stanley.

Hate to tell you this but unless its CAB / FAA authorized it cannot be mounted in any aircraft add to this if its not USAF authorized its also not allowed.....thats where all the money in the DOD goes.....tribal stupidity...
