Danielle Outlaw, a 19-year veteran of the Oakland Police Department who started as a police explorer when she was in high school, will serve as Portland's next chief, only the third outsider named to lead the Police Bureau.
Wheeler will introduce her at a news conference Thursday. She'll earn $215,000 annually and is expected to start no later than Oct. 2. The details of her hiring were ironed out over the weekend.

Chief of Police - Miss Outlaw.
Time for a new Marcedes...
Does Chief Outlaw's head appear tiny? Or did someone shop her head on someone else's body?
I would like to believe she would be a good chief.
But, given that it’s Portland....well, we all know what to expect, don’t we.
Nobody in the family ever thought of changing that name?
Now watch her answer every difference of opinion by playing the Race Card. I hope that I’m wrong about that.
I can only flash back to recent history in Oakland California. Teresa Deloach-Reed was the first black woman fire chief in Oakland. She did a less than stellar job in response last December, when the Ghost Ship warehouse burst into flames, killing 34 people. Teresa tried to use the race card to shut everybody up who second guessed her decisions or lack thereof.
Who’s the Assistant Chief, Mr. Murder?
I neglected to add that I’d be delighted were I proven wrong.
So how old do they estimate she is?
Naw. They’re being progressive again. Her name is Miss Demeanor.
Her jacket may have been tailored to fit a man.
Not all police departments are prepared to give women uniforms that fit any differently than for men.
In addition, some of those jackets have slightly padded shoulders.
The in-laws were Outlaws. How cool is that?
Ya really can’t makes this stuff up...All those cops will never hear the end of this. Between all the jokes and laughter that will be coming for years, I hope they get time to go after some criminals.
I was right! LOL!!!!!!!!!!
How fast can she run the hundred?
She may have gotten the job on her merit, but we’ll never know.
Oh, she was an explorer too? In LAPD last month and whole platoon of explorers were stealing police cars and one of the training officers was banging some of the explorers...And the LA County’s Sheriff is on his way to prison....Orange Counties Sheriff is already in prison.
And this is not total chaos?
Chief Parker must be rolling in his grave...
Actions, not color matter.
