Beg your pardon, Mr. headline writer, but she is not the first black woman. There have been black women for millennia, long before Portland was founded, or became a knee-jerk liberal stronghold. Other than being black, what’s she about?

Thank you, I agree with you. All I’m saying some departments push the body armor issue and this is one of the promotional tactics. I’ve seen. That said it may or may not be the case here, it’s only a possibility. It’s also possible this is a big woman with a small head in an ill fitting jacket.

Portland's first Black chief cop was Charles Moose, who became the chief cop for DC. He was the bastard who put out bad info on the DC snipers/black murderers, which enabled them to kill more innocent people. The snipers were caught inspite of his apparent coverups.

Hopefully Chief Outlaw will be a better Chief Cop. Is it a lesbian or a tranny to really fill the PC quota.

I hope I am wrong, but I have lived in Oregon for 60 plus years and every ineffective or destructive progressive idea has been tried here. Often we are the first state to do so, particularly for the really bad ideas.

I am guessing she is a BLM/SJW sort and hired primarily for that reason. It is likely that antifa, BLM, and LBQXYZ concerns and activities will be given much more latitude on her watch, and there will be moves toward minimizing 2nd amendment rights.
