Senate Defeats Bill on Keystone XL Pipeline in Narrow Vote

WASHINGTON — Senate Democrats, by a single vote, stopped legislation that would have approved construction of the Keystone XL pipeline, one of the most fractious and expensive battles of the Obama presidency.

The vote represented a victory for the environmental movement, but the fight had taken on larger dimensions as a proxy war between Republicans, who argued that the project was vital for job creation, and President Obama, who had delayed a decision on building it.

Senator Mary L. Landrieu, Democrat of Louisiana, who is facing a runoff election Dec. 6, had pleaded with her colleagues throughout the day to support the pipeline, leading to a rare suspense-filled roll call in the Senate. But she was ultimately rebuffed and fell short by one. The bill was defeated with 59 votes in favor and 41 against, and Ms. Landrieu needing 60 votes to proceed.

The vote was also a reflection of how a once-obscure pipeline blew up into an expensive national political battle between environmentalists and the oil industry. Although the TransCanada company proposed the pipeline in 2005, it generated so little attention that Secretary of State Hillary Rodham Clinton was poised to approve it in 2011 with little fanfare.

Shades of ANWAR. I do not know how with both chambers and a GOP president we were never able to make it work out, like it was a conspiracy to keep Saudi oil high.

It certainly shows that, despite all the whining and griping and faux anger over the GOP’s use of the filibuster, Dems are perfectly fine with using it in support of THEIR pet causes and agenda.

No, this is BS. Fails-by-one-vote means Senators are allowed to vote against one-by-one until the last vote is needed.

Assuming all 54 Republicans vote yes, I count only 9 Democrats to vote yes who will be there next session. And some of them might hesitate over-riding a veto. So, it looks like 63 votes at most for an over-ride.

This vote was all Kabuki. The Dems gave her the image as a Dem fighting for her constituents and the seeming “almost win” who fought valiantly. It cost them nothing.

The vote total was already known way before the actual vote.

She could have gotten a unanimous vote to end cloture and another unanimous vote for the pipeline and she still will lose her runoff.
