According to the same article, the OS is loaded onto the phones in China before they are shipped.
bottom line the phone is going to gave a bootstrap loader program that will get in up to the point to get on network to download the new os.

David Limbaugh will bring apologetics to the attention of people who’ve never heard of it... but he doesn’t sound very good at it. He speaks like someone who is a fan of the art but hasn’t much practice doing it.
Having now heard both speak on the subject I’d say that old John Montgomery is a good deal better at it. But then Montgomery’s written maybe a dozen books and he used to teach evidential apologetics.

Guy.. this is really simple.. it just the way computers work... smaller simpler program call bigger programs.
how do you think you would install the new os even in the factory?.. the phone has to have the basic smarts TO talk to in the first place to install a os..
Ive been working in computer and networks since 1980.. my first machine was a pdp 8 that i had to hand load a bootstrap loader to just talk to a disk to load an os
This is the same prosecutor who refused to make a deal with the woman from Pennsylvania who had a permit to carry in that state and mistakenly thought there was reciprocation and got arrested in NJ for illegal possession; is looking at 5 years!!!!
We hand loaded the bootstrap to have that called some tape loaders that installed the main programs onto Huge disks.
