That's a rather residential looking refugee camp. A senior commander like him would have staff and protection around him, even using safehouses. The majority of the people around him were Hamas.
When Hamas commits yet another war crime by using civilians as shields, Israel is entitled to ignore the civilians if necessary to achieve an important military objective. The civilian deaths are 100% on Hamas, not Israel.
