Hardly, Ukraine is just like the rest of NATO, it is European and borders a number of NATO nations and obviously lives in fear of Russia like all the other NATO nations.

Agreed. Ukraine does live in fear of Russia. Just as Castro’s Cuba lived in fear of the United States. But what would the US have done had Cuba been admitted to the Warsaw Pact? We already know that answer from the Cuban missile crisis.
Don’t get me wrong. Putin’s invasion of Ukraine is war crime, and Putin is a war criminal. But too often we in the West act without any regard to how other nations feel about things. And that can get you into heaps of trouble.

This new stance by Kissinger is not a message to Putin, but to Putin's successor.
