A Newark Police Officer struck and killed a nurse with his car and then drove the body to his mother’s house seeking advice before returning to the scene with the body, officials said on Wednesday.
Louis Santiago, 25, of Bloomfield was arrested and charged with reckless vehicular homicide, desecrating human remains and other charges after he hit and killed 29-year-old nurse Damian Dymka, of Garfield, on the Garden State Parkway, according to the Essex County Prosecutor’s Office.

Don’t they do psych evaluations anymore on incoming cops?
One must remember that, quotas are more important than the matter of "protect and serve".
Heck, quotas are being used now to fill high-government positions, and in TV commercials and in movies.
Getting the best is no longer applicable.

Reminds me of something that happened where I am back in the 80s.
A local judge was out in his motor yacht in the intercoastal waterway and sideswiped a couple of docks on the way back to his dock.
When LEO got to his house he had an alcoholic drink in his hand and claimed he hadn’t been drinking until he got home. LEO couldn’t prove otherwise...he got away with it.

That will depend upon which protected species (Louis Santiago or Damian Dymka) has the most clout.
My guess is a Dymka ain’t nearly a protected as a Santiago.

Drunk driving laws are also written to keep off-duty cops from mowing people over. My guess is that he was stopped many times in the past and could always flash his badge, or call on his dad, when necessary. But not when you go around killing people.
