A proposal to use $30 million from the city’s share of the latest COVID-19 relief package to fund cash assistance payments to Chicagoans struggling to stay afloat during the pandemic is set to be introduced to the Chicago City Council on Wednesday.
The proposal authored by Ald. Gilbert Villegas (36th Ward) would send 5,000 families $500 per month for a year as part of an effort to study whether a universal basic income could help Chicagoans recover from the economic catastrophe of the coronavirus pandemic and fight poverty.

My first thought when I read the excerpt is that this guy has a lot of relatives in Chicago if he already had the 5,000 recipients in mind.

To qualify for the payments, Villegas’ proposal would require applicants to prove that they lost income because of the pandemic, either because they had their hours cut or were laid off or because they contracted the virus or were forced to quit to care for a child whose day care or school closed."
Sounds like the black alderman is angry that the payments are going to people - regardless of race - who actually suffered financial loss because of the pandemic, and not to any deadbeat who just happens to be black.

Actually, as described in the article - and much to my surprise - the law does NOT seem to have a racial component, and that is why some blacks are apparently opposing it.

Welfare was 'basic income' and we saw what that produced... broken families, destroyed black culture, men thrown out as useless... Maybe a different incentive - what if the money was only given to married men?

36th ward is Chicago’s far northwest side corner it’s area includes OHare airport. Mostly single family homes with the exception of much the airports business district.
