To qualify for the payments, Villegas’ proposal would require applicants to prove that they lost income because of the pandemic, either because they had their hours cut or were laid off or because they contracted the virus or were forced to quit to care for a child whose day care or school closed."
Sounds like the black alderman is angry that the payments are going to people - regardless of race - who actually suffered financial loss because of the pandemic, and not to any deadbeat who just happens to be black.

36th ward is Chicago’s far northwest side corner it’s area includes OHare airport. Mostly single family homes with the exception of much the airports business district.
