Police don’t arrest unkies because there’s no money to be made arresting broke junkies. Let one well-dressed, rich suburbanite try to shoot up in the middle of Manhattan and they will be arrested in a heartbeat.
Far too often law enforcement is nothing but a brutal and capricious form of taxation.
