One of the problems with the swamp in Washington D.C. is that it is nearly impossible to fire anyone. While the rest of the nation was going through layoffs, upsizes, downsizes, and all sorts of adjustments, the swamp just was digging in deeper.
Heres how to do it.
The only way to easily fire a federal employee is during the first one year probationary period. All those long term Obama holdover and political hacks have been inhabiting the swamp for years. They are no longer subject to the easy method of firing.

Well, if you find a swamp creature... PROMOTE THEM. Then during the probationary period, FIRE THEM.

Is there a probationary period for 1. first hired, and 2. after every promotion? Because if it’s only when you’re first hired, then you kinda can’t do anything after that.

For those on the very upper level, the SES ( Senior Executive Service), they can’t be easily fired but can be transferred on a moments notice. If they don’t take the transfer, they are fired. So transfer them to the worst postings possible ( Guam would be nice ). At least it gets them out of the swamp.

Trump can get rid of anyone on the spot for any farking reason. If they won’t go willingly...drone them.
Good idea ... but I’m not so sure Guam would get the message across as forcefully as some other options. Might I suggest establishing a senior exec “rubber room” somewhere in the Aleutian Islands?
If Trump transferred all the terrible federal employees to Guam, it would totally tip over.

Let them go to the Consular office in Kamchatka.
How about the DoD or State positions in Liberia, Guinea or Sierra Leone.
We can pick a lot nastier postings than Guam.
Build a good-sized office building at Guantanamo Bay, Cuba. Almost every one would resign before going there. You can’t go anywhere on land from there and the weather is horrible.
I know ex-fedgov people who changed careers because they were sent to places like Fort Dodge, IA and Helena, MT.
I am going to give everyone a little warning. You have NO idea how much these people hate conservatives. No idea. Writing this stuff here incites them to the point almost of violence. They have, and will find, ways of making people pay who oppose them. Mark my words.
I worked in HR for local government. People would do the most outrageous things, including illegal. Never got fired.
I’ve seen your solution in play many times. Only trouble is, the bad guys weren’t let go. The higher achievers were the ones that disappeared, never to be seen again after 5:00 on Thursday. Some had the audacity to object to irregularities they noticed. Others had the gall to... gasp!... suggest better ways to accomplish goals and tasks than the ways set in stone for years.
The swamp isn’t just in D.C. Now that I’ve seen the process on a grand scale since this election, I get it. It never made sense to me - why productive people would be tossed out while dead weight lived on to slack off another day. Now I recognize it as the swamp.
Sadly, as others have said, this won't work. The probationary period is a one-time good deal that happens when the person first starts work in FEDGOV.
The only way to get rid of the bulk of federal employees is to get rid of the jobs that they hold (remove the slots that the employees fill). Redundant employees are given a period of time to find a suitable slot to fill and, if they can't do so, then are RIF'd. While the existing employees can't bump somebody else, they are given priority in filling new positions.
Here's the rub, though. DoD rewrote their RIF procedures to give priority on high performers; otherwise, the priority is those with the longest tenure. So the incompetent, lazy fool with 20 years would likely get the job before the hard charger with only 5 years.
[Before you criticize this, consider that without those protections, Obama would've cashiered any and all conservatives (yes, there are a few conservatives in FEDGOV) in the executive branch within weeks of his first inauguration. You actually want a bit of stability in the federal workforce, otherwise any positive change made during the Trump admin will be quickly reversed the next time a Demonrat or Repubican gets in office]

I have been there four times, this century.
The weather is not that bad, most of the days are very sunny. There is no where to go, but there aren’t many places I want to go to.
And the traffic is wonderful, although the neighbors leave a lot to be desired.
For the State people, there are no fancy dinners, no wonderful restaurants and no high class discos.
DoD still has to deal with the fact that a low performer or a RIMF gets people, usually a friend or themselves, killed. The State Department only gets other people killed.
Defund any department that doesn’t cull 50% of their employees in 10 months, as a national security measure. We are bankrupt folks, either they go or the country collapses.
Exactly right. Federal employees are the largest union in the country. 35% of them are low IQ Africans, which explains a lot.
