“College is a mandatory step if you really want to be a success,” Cuomo said during an appearance at LaGuardia Community College. “And the way this society said we are going to pay for high school because you need high school, this society should say we're going to pay for college because you need college to be successful.”

Maybe we should take a hard look at why education costs are rising so rapidly why the quality is going downhill. College degrees are sold on the false premise that it guarantees riches- it never has and never will. It almost a case of fraud.

There are three things that determine success:
1) skills (obtained through self study, hands on or education)
2) dedication (willing to continue your path in the face of adversity
3) motivation or desire (how bad to you want it)
College only addresses one possible path to #1

It used to be that vets received money to help pay for education. Now illegal aliens get education for free.
But... but what happens to this ‘plan’ if Cuomo is indicted (and maybe even convicted) before he gets a chance to make this boondoggle the centerpiece of his Communist-inspired run for the presidency in 2020?
And if he is not indicted by then, will he dress up as Santa Claus whenever he goes campaigning?

You don't need a college education; you need to think, reason, and be able to adapt to be successful, not just attend the Liberal policies of academia for 16 years.
