Just modify the REAL ID act to add the requirement to present such ID to vote in a Federal election.

Here’s the fun part. We might not even need a law change. The act is very vague. The law gives the DHS secretary unlimited authority to require “Federal Identification” for purposes that the secretary may determine. I prefer to codify it in law, but a “cellphone and a pen” seemed to work pretty well for the rats.

What I meant, generally, is that the Voting Rights Act is the mechanism whereby the Federal government regulates state’s voting practices. Section 11(c) is concerned with voter fraud already. It could be expanded to create a mechanism to prevent voter fraud.
