The purpose of a VAT tax, as opposed to an ordinary national sales tax, is to hide the tax inside the cost of goods so that the public blames evil companies for raising their prices instead of the government raising taxes.

Yes, I know... I did not think I needed to add a sarcasm tag... It is beyond my ability to comprehend how a VAT tax is considered conservative in any way, shape, fashion, or form... But Ted Cruz advocates a VAT tax. And some people stupidly call him conservative.

How? If IBM signs a contract with XYZ company to outsource their IT for $1 million per year and it costs IBM $600,000 per year using U.S. resources to provide those services then that means IBM has a taxable profit of $400,000. Say, for the sake of argument, that the tax rate is 25% and IBM clears $300,000. If IBM ships the work overseas and it costs them $300,000 for the same work then they realize $700,000 from the contract. After taxes they realize $525,000 in profits. So where do taxes factor in? If the tax rate was lowered to 10% do you expect IBM to say "Now we can afford U.S. workers?" Or would you expect them to say "Cha-ching!" and leave the work offshore?

We might as well ask why wasn’t America “cha-ching” from the beginning?

Your analogy would make sense except that IBM has competitors.
The U.S. does this, too. The U.S. dollar was in the sh!tter compared to most global currencies for more than a decade -- and it was all the result of the U.S. government printing money and underwriting loans to itself.
The only difference now is that a U.S. government bond that pays a 2% interest rate is a much better deal for investors than a Chinese bond that pays a 20% rate ... because the Chinese issue bonds in a currency that is basically worthless.
