How? If IBM signs a contract with XYZ company to outsource their IT for $1 million per year and it costs IBM $600,000 per year using U.S. resources to provide those services then that means IBM has a taxable profit of $400,000. Say, for the sake of argument, that the tax rate is 25% and IBM clears $300,000. If IBM ships the work overseas and it costs them $300,000 for the same work then they realize $700,000 from the contract. After taxes they realize $525,000 in profits. So where do taxes factor in? If the tax rate was lowered to 10% do you expect IBM to say "Now we can afford U.S. workers?" Or would you expect them to say "Cha-ching!" and leave the work offshore?
