When WWII came along, our airborne troops and pilots were grateful. The silk and nylon parachutes were much better than the steel ones.
Bombing our own steel mills? Add another one to Uncle Joe’s Book of Gaffes. He’s made so many we might be able to make an encyclopedia set by now, lol...

And there were no pantyhose factories at that time. Not even during WWII were their pantyhose factories.

I don’t think we bombed any steel mills in World War I. Strategic bombing simply didn’t exist. The closest thing to a strategic bomber was the Handley Page O class (O/100 and O/400.
There were also some Zeppelins (aircraft AND dirigibles) and Gothas. And some Capronis.
But strategic bombing as such simply didn’t exist.
And the Sikorsky. Never forget the Sikorsky!
Also its is a giant lie. There have been numerous new steel mills built, and huge investments in new equipment and processes.
He obviously meant WWII. An excusable brainfart, though he seems to have an awful lot of them.
I suspect the point he was trying to make is that after WWII the Germans and Japanese rebuilt with modern technology that was more efficient than our older steel tech.
He is apparently a believer in “broken windows are good for the economy.”

There was a desperate shortage as some girls only could afford hose that barely went past the knee.
And he must have meant nylon hose, not pantyhose which were uncommon until the mid-1960s. The problem with the charitable WWIII interpretation of Biden’s remarks is that nylon hose were in extremely short supply during WWII precisely because nylon manufacturing was diverted to the war effort. Steel companies certainly were not converting factories to the production of nylon hose.
Nucor started paying dividends in 1973 and has paid them every year thereafter. They use modern electric arc furnaces and mini-mills. If you have antiquated labor rules and management then you can’t make money steel-making but if you don’t it ain’t rocket science.
