If the various tax authorities treated Al Sharpton the same way they treat a beleaguered businessman who's merely trying to eke out a meager profit in the financial jungle, Big Al would become a fiscal conservative literally overnight...and a pretty loud one, at that.
And I'm not sure anybody in government wants anything like that to happen. So they'll let Big Al slide on his obligations. Doing otherwise might tend to call additional unwanted attention to just how ham-fisted the tax authorities can be with taxpayers.
