I had heard, a couple of years ago, (whether accurate or not???) that the "powers" that be, wanted everyone to be chipped by 2017.
Its occurrences like this, that they'll use to pave their way.

It is still surveillance, since they , the military maintain the data bank , regarless of the justification.
