I wonder if the academic knew enough to tell suspect #2 that the US specifically labelled WWII aid to Stalin "NOT FOR USE IN CHECHNYA"?
(Yeah, I know, it was Stalin, but it was a condition of the aid, and Stalin just hid the redirection to his battles in Chechnya...)
