Daniele Passarini has posted a copy of a letter sent by Dr. Franco Sicogna to the European Patent Office inviting representatives to attend a demonstration of one of Andrea Rossis E-Cat modules. The letter reads in part:
With reference to the subject-matter of the application in re, we wish to inform you that an experiment run by the inventor, Mr. Andrea Rossi on a module of a 1MW plant will take place on October 6th, 2011 in Bologna (IT) in a laboratory made available by the University of Bologna .
This experiment will be attended by professors from the Royal Swedish Academy of Sciences, as well as professors in Physics from the USA, China, Japan, France, Great Britain, Greece, Russia and Italy. An official report will be published and made available on the Internet at a later date.
There is certainly an air of confidence about this whole event it would be very foolhardy to invite experts in physics to an event like this, as well as patent inspectors, if there was a chance that it would not work .
Theres no mention here of an experiment in Uppsala, Sweden which Rossi has been talking about. Perhaps there is private testing going on there, or maybe theres been a change of plans, but regardless, it looks like with such an invitation sent out this Bologna event is set in stone; theres no going back now!

E-Cat Demonstration for Physics Professors Scheduled for October 6 in Bologna
September 30, 2011 Andrea Rossi has apparently scheduled a demonstration of a 1 MW (megawatt) e-cat cold fusion plant for October 6 in Bologna, Italy. This demonstration is supposed to be attended by professors of physics from all over the world according to a letter that Professor Franco Ciogna of the University of Bologna sent to the European Patent Office on September 27.

The demonstration will be conducted at a laboratory provided by the University of Bologna. Professors of Physics from the USA, China, Japan, France, Great Britain, Greece, Russia and Italy are supposed to attend the event. The names of the professors are not revealed. Professors from the Royal Swedish Academy of Sciences presumably Hanno Essen, and Swen Kullander who have been working with Rossi for sometime are also supposed to be there.
The letter does not say if the test will be streamed on video or not. Nor does it say if the media will be present, there has been some speculation that Ny Teknik will be present. It does state that an official report of the test results will be posted online at a later date. This would probably be posted at Rossis website.
The letter does not say what will be demonstrated but it is presumably the e-cat plant in a cargo container that Rossi showed to the Swedish technology magazine Ny Teknik earlier this month. The letter stated that the test will begin at 10 a.m. in the morning and continue for 24 hours. The letter invites the Patent Examiner from the European Patent Office in the Netherlands to attend the test.
Rossi has an Italian patent for the e-cat and he has applied for both a US patent and a European patent for the cold fusion device. The letter lists the patent number as 088738059-1270 and states that the application was filed on August 4, 2008 in the name of Passcuni Maddalena.
It is not clear how this e-cat test will affect the four month test of a 1 MW e-cat unit in the United States that was supposed to begin in October. The location and exact date of that test have not been revealed. All Rossi has stated about it is that the test was to be conducted in conjunction with an unnamed American organization.
It could be possible that test has been called off because of Rossis reported financial problems. In his blog, Rossi has stated the test will go on and that he has raised the funds to cover his costs by selling his house.
Rossi has announced plans to set up a formal e-cat research facility at the University of Bologna which is his alma matter. Rossis associates Sergio Focardi and Guissepe Levi were physics professors at the school. They will presumably attend the October 6 test.

OK. Please tell the rest of us what an E-Cat is supposed to do. Simple language please.
It's a Low Energy Nuclear Reactor. Exactly what is going on is not well understood (but that is not unusual in science -- sometimes a phenomenon is seen first, and the theory has to follow later). Basically, this is a small, safe, efficient, cheap power plant.
Fuel is hydrogen and nickel (both abundant) and the by-products are copper and energy.
Many are sceptical and simply don't believe it. Rossi has been promising a test in October and now that seems to be very close. If all the promise comes to fruition, this is about the biggest advance in energy since the discovery of petroleum.
Or it is a vast hoax. Folks on FreeRepublic are divided on this.

Change the World utterly: heat, and therefore electricity, available in powerful small packages everywhere, for pennies. No distribution network needed, no international sourcing of supplies and so on. Our flying cars may finally have arrived.
The only problem is that the whole thing sounds like a Nigerian email. But there are serious people taking it seriously.
Hmm, I wonder if some excuse will be found to delay the test...

Well, it wouldn’t be the first time an Engineering schedule slipped.
Rossi is actually ahead of schedule. Originally he said he would test at the End of October.
Why a test of only 24 hours? If it is patented that means the design is on file and protected. He should welcome other scientists to duplicate his new energy source.
I hope I am wrong and the device works. I personally do not believe it.

How much longer do you think is needed?? Twenty-four hours is plenty sufficient to rule out any chemical processes.
Rossi only has an Italian patent. Other patent bureaucracies (including US) refuse to consider "cold fusion" as legitimate technology, putting it in the same category as "perpetual motion". One of the purposes of this demo is apparently to force the issue and get those bureaucrats to get on a stick.
