It's a Low Energy Nuclear Reactor. Exactly what is going on is not well understood (but that is not unusual in science -- sometimes a phenomenon is seen first, and the theory has to follow later). Basically, this is a small, safe, efficient, cheap power plant.
Fuel is hydrogen and nickel (both abundant) and the by-products are copper and energy.
Many are sceptical and simply don't believe it. Rossi has been promising a test in October and now that seems to be very close. If all the promise comes to fruition, this is about the biggest advance in energy since the discovery of petroleum.
Or it is a vast hoax. Folks on FreeRepublic are divided on this.

Change the World utterly: heat, and therefore electricity, available in powerful small packages everywhere, for pennies. No distribution network needed, no international sourcing of supplies and so on. Our flying cars may finally have arrived.
The only problem is that the whole thing sounds like a Nigerian email. But there are serious people taking it seriously.

Such as ‘Electricity from e-cat 1 cent/kw/hr.’ But not for years says Rossi.
