A seagull flies, an e-cat doesn't. But big news! A 1 Mw unit has been sold even before testing is complete! The only missing details are who, where, how much, when, what.

(You don't have to be brilliant, not being stupid is enough.)

"A 1 Mw unit has been sold even before testing is complete! The only missing details are who, where, how much, when, what." Which information will, I assume, be available at a time closer to the performance of that test, or shortly thereafter.
Remember, Rossi has had prototype E-cats out with various potential customers under secrecy agreements, so the buyer of this prototype may well have already done sufficient internal testing to make the decision.
