If you haven't been paying attention, that might not be a valid assumption. It is prelude to the next step of the Executive Branch assuming complete control.
What will be interesting is that the Judicial branch has usurped a lot of power, and will not be willing to cede it. The legislative branch will wither either way.

Actually, if Reid presents a plan, doesn’t it then have to go back to the House before it could get anywhere else?
That doesn’t seem to fit into any picture at this point.
Either Reid puts some plan up (which I still don’t think he really has) and send it to the House where it will just set until after the Boehner bill is worked out (what good was THAT), OR he puts his bill up and it doesn’t get through the Senate because the Republican Senators know the Boehner bill is forthcoming(what good was THAT)?
I’m not sure how they are trying to work this, and there is probably other trickery going on, but it doesn’t seem to add up on Reid having a real bill right now to present and vote on.
Besides, if he really had one, wouldn’t he have ALREADY presented it? And if he really had one that he thought was better than Boehner’s plan, why would he have waited for Boehner’s plan to begin with and only present his as a last resort? Does Reid himself think his is that much WORSE than Boehner’s that he needed to wait to see if a better bill came around first? :)

Where do you come up with that? Reid and Obama are not fooling anyone.
The Boehner bill contained new spending - $17 billion in fact. So doesn’t that mean the bill has to originate in the house?
I didn’t realize that that was the nature of the bill. With all the talk of 10 year budgets it gave the impression that these were appropriations bills. These then appear to be modifications to an existing budget?
I have read much, but still not quite up on federal budgetary process.

There is no way back, only forward to a crash and hit bottom. Even the Tea Party bills don’t come close to solving the debt problem. Don’t stand in front of a freight train.
That's what I understood. The Senate and Executive Branch can submit proposals, but I thought the actual funding bills had to start in the House.
Reid can’t do this....once it reaches the house this should be totally ignored...

If the Boehner bill goes down, the Reid bill is the only standing. The House either votes on it (and likely amends it moderately) or ignores it and we hit the (albeit manufactured to some extent) August 2nd deadline and Obama and Ried hold all the cards for blaming the GOP for whatever happens. Reid has played this very, very well just as he did when he rammed Obamacare through.
He stole that election. Anyone that doesn’t see that is blind as a bat.
What new spending? I haven't seen anything about that. Are you sure it is not referring to spending that was already appropriated in another bill?
The hand-wringing in the GOP plays right into Reid’s hands.
Flame away...but when the House is backed into a corner and forced to vote on Reid’s bill...you’ll realize that even the crappy bill Boehner proposed would have been better.
