The Boehner bill contained new spending - $17 billion in fact. So doesn’t that mean the bill has to originate in the house?

What new spending? I haven't seen anything about that. Are you sure it is not referring to spending that was already appropriated in another bill?

TITLE V—PELL GRANT AND STUDENT LOAN PROGRAM CHANGES

Sec. 501. Federal Pell Grants.

This section provides $17 billion in mandatory funds over two years to help fill the funding gap in the Federal Pell Grant program.

But the legislative statement about the $17 billion for Pell Grants is actually wrong. When you review the amendment to the bill that was done on Thursday, the new spending was increased $17 billion. The total number is $20.1 billion. See Here

SEC. 501. FEDERAL PELL GRANTS.

Section 401(b)(7)(A)(iv) of the Higher Education Act of 1965 (20 U.S.C. 1070a(b)(7)(A)(iv)) is amended— (1) in subclause (II), by striking ‘‘$3,183,000,000’’ and inserting ‘‘$12,183,000,000’’; and (2) in subclause (III), by striking ‘‘$0’’ and in serting ‘‘$8,000,000,000’’.
