So exactly what is the law on crimes in the open ocean? What recourse do nations/individuals have against piracy, etc. on the oceans?

What is all the concern or confusion over them. They have by their actions, placed themselves beyond authority or any expectation of leniency. The same absence of authority which they exploit to kill and steal on the open ocean, makes them completely vulnerable to anyone who apprehends them. Right! There is NO court of appeal for these guys!

The difference between apprehended pirates and chum should functionally be zero.
Most pirates act in coastal waters, where the UN has defined them not to be “pirates”. By UN definition, a pirate has to be only after private gain in international waters. If they claim to be committing their acts for political or group reasons and are in coastal waters, they are not “pirates”.
Does “keel-hauled” seem appropriate?
