U.S. Wary Of Small Boat Terrorism

As boating season approaches, the Bush administration wants to enlist America's 80 million recreational boaters to help reduce the chances that a small boat could deliver a nuclear or radiological bomb somewhere along the 95,000 miles of U.S. coastline and inland waterways.

According to an April 23 intelligence assessment obtained by The Associated Press, "The use of a small boat as a weapon is likely to remain al Qaeda's weapon of choice in the maritime environment, given its ease in arming and deploying, low cost, and record of success."

While the United States has so far been spared this type of strike in its own waters, terrorists have used small boats to attack in other countries. Read More

What I did do was point out in a recent article that the Tarek ibn Ziyad Academy is housed in the same building as a mosque and the Minnesota chapter of the Muslim American Society (MAS), and I quoted journalist Katherine Kersten’s observation that “at MAS-MN’s 2007 convention, for example, the program featured an advertisement for the ‘Muslim American Society of Minnesota,’ superimposed on a picture of a mosque. Under the motto ‘Establishing Islam in Minnesota,’ it asked: ‘Did you know that MAS-MN ... houses a full-time elementary school’? On the adjacent page was an application for TIZA” — the Tarek ibn Ziyad Academy.

I also noted that according to a 2004 Chicago Tribune exposé, the Muslim American Society is the name under which the Muslim Brotherhood operates in the United States. And that according to a 1991 Brotherhood memorandum about its strategy in the U.S., it is embarked upon a “grand Jihad” aimed at “eliminating and destroying the Western civilization from within and ‘sabotaging’ its miserable house by their hands and the hands of the believers so that it is eliminated and Allah’s religion is made victorious over all other religions.”

Coalition, Iraqi Forces Expand Operations Into Qurnah

American Forces Press Service

WASHINGTON, May 13, 2008 – Coalition and Iraqi forces expanded their operations about 70 kilometers north of Basra, Iraq, into Qurnah today, as the Iraqi army continues to develop its capabilities for tactical maneuvers over long distances.

Operation “Charge of Knights,” which began in March in Basra, launched in Qurnah with a drop of 100,000 leaflets over the small village encouraging residents’ cooperation. The operation involves Iraqi security forces operating with coalition air and ground support. United Kingdom and U.S. military transition teams are embedded with their Iraqi counterparts.

In other operations in Iraq today:

— Coalition forces captured a wanted man in Tikrit, about 100 miles north of Baghdad, suspected of being involved with helping foreign terrorists and other terrorist activities.

— Five other suspects were caught further north in Beiji, and near the Hamrin Mountains north of Baghdad, forces caught five suspects while targeting al-Qaida in Iraq operatives in Diyala province.

— Two men suspected of housing senior al-Qaida leaders in the country were caught in Mosul.

In operations in Iraq yesterday, U.S. soldiers killed three enemy fighters and recovered a weapons cache. Forces killed two men after they exploded a homemade bomb in northwestern Baghdad, and killed another man after he emplaced a bomb in New Baghdad. In separate operations, soldiers in West Rashid recovered a weapons cache consisting of five homemade bombs and two explosively formed projectiles, bombs designed to pierce armored vehicles.

Also yesterday:

— In Mosul, coalition forces caught four suspects thought to be connected to the city’s al-Qaida in Iraq network.

— Also in Mosul, forces recovered four weapon caches and detained seven suspects. The caches held more than a dozen pipe bombs, improvised explosive devices, mortar rounds and fuses, several circuit boards, more than 200 pounds of explosives, detonators, several blasting caps, fuses and a timer.

— Soldiers recovered several large weapons caches across Baghdad. In eastern Rashid, forces found 54 82 mm mortar rounds and 27 60 mm mortar rounds, and another cache that held seven rocket-propelled-grenade rounds, a light machine gun and assorted ammunition. In the Mansour district, a cache held five grenades and fuses, three pounds of dynamite, three rocket motors, an AK-47, a 9 mm sub-machine gun and bomb-making materials. In Adhamiyah, a cache was found that held two 57 mm rockets, two 60 mm mortars and a 122 mm illumination round.

— Forces captured a wanted man during an operation in Karmah, about 30 miles west of Baghdad. He is believed to be tied to attacks against coalition forces.

— In Arab Jabour, about 5 kilometers southeast of Baghdad, coalition forces destroyed a known al-Qaida in Iraq weapons cache and staging site. The area was known to have been used for manufacturing bombs, stashing weapons caches, training, and launching sniper attacks at coalition force convoys. The area was rigged with pressure-plate bombs and bombs hidden in palm trees. Two U.S. Air Force F-16s dropped eight 500-pound bombs on the area.

In operations in southern Baghdad on May 11:

— Soldiers seized two rocket-propelled grenades, a hand grenade and a high-explosive anti-tank round while conducting a combat patrol in the Amil neighborhood.

— Soldiers caught six suspected criminals in the Risalah neighborhood.

— A local citizen led soldiers to a cache in Shakariya, about 24 kilometers southwest of Baghdad. The cache held 50 rocket fuses, ammunition, an anti-tank grenade, three pressure plates, a bag of homemade explosives and various trigger components.

alition Forces Kill Taliban Militants in Afghanistan

WASHINGTON, May 13, 2008 – About a dozen militant extremists were killed yesterday during a coalition forces operation in Afghanistan’s Helmand province to disrupt Taliban weapons supply operations, military officials reported.

Coalition forces searched compounds in the province’s Garmser district, targeting a Taliban commander conducting weapons supply operations in the area. While conducting their search, coalition forces saw militants setting up an ambush and responded with small-arms fire and air strikes.

Coalition troops discovered rocket-propelled grenades, machine guns, assault rifles, cases of ammunition, and two mortars. The troops destroyed the weapons to prevent their use, officials said.

NEW ORLEANS BUSINESSMAN PLEADS GUILTY
TO ESPIONAGE CHARGE INVOLVING CHINA

WASHINGTON - Tai Shen Kuo, age 58, of New Orleans, La., pleaded guilty today in the Eastern District of Virginia to a one-count criminal information charging him with conspiracy to deliver national defense information to a foreign government, namely, the People’s Republic of China (PRC), in violation of 18 U.S.C., Section 794(a), (c). Kuo was arrested on Feb. 11, 2008 on a criminal complaint charging this same offense.

Patrick Rowan, Acting Assistant Attorney General for National Security; U.S. Attorney Chuck Rosenberg of the Eastern District of Virginia; and Arthur M. Cummings, II, Executive Assistant Director of the FBI’s National Security Branch, made the announcement after the plea was accepted by U.S. District Judge Leonie M. Brinkema. Kuo faces up to life in prison when he is sentenced on Aug. 8, 2008.

“ Today’s guilty plea is the latest demonstration of the serious threat posed by international espionage networks,” said Patrick Rowan, Acting Assistant Attorney General for National Security. “The successful prosecution of Tai Shen Kuo and his co-conspirator William Bergersen should serve as a warning to others seeking to steal America’s military secrets for the benefit of foreign powers.”

“ Espionage is a real and serious threat to our national security. Those who attempt to obtain classified information, such as Mr. Kuo, for illicit purposes will be caught, prosecuted, and severely punished,” said U.S. Attorney Chuck Rosenberg.

“ By providing classified information to a foreign government, Tai Shen Kuo compromised our national security for his own profit,” said FBI Executive Assistant Director Arthur M. Cummings, National Security Branch. “The FBI is committed to working with our partners in the law enforcement and intelligence communities to safeguard America’s sensitive secrets from those who would do us harm.”

According to a Statement of Facts filed in Court with Kuo’s Plea Agreement, the criminal conduct spanned the time period of March 2007 to February 2008. During this time, Kuo, a naturalized U.S. citizen, obtained national defense information from Gregg W. Bergersen – a Weapons Systems Policy Analyst at the Arlington, Va.-based Defense Security Cooperation Agency, an agency within the Department of Defense – on several occasions. The information pertained primarily to U.S. military sales to Taiwan and U.S. military communications security and was classified at the Secret level.

During the course of the conspiracy, Kuo cultivated a friendship with Bergersen, bestowing on him gifts, cash payments, dinners, and trips to such places as Las Vegas. Kuo also led Bergersen to believe that he would make Bergersen a part owner or an employee of a company selling U.S. defense technology to Taiwan after Bergersen’s retirement from government service.

Unbeknownst to Bergersen, Kuo passed along to an official of the government of the PRC the documents and information Bergersen had provided him. The PRC official directed Kuo to collect specific documents and information and paid him approximately $50,000.00 for completing those tasks.

On March 31, 2008, Bergersen pleaded guilty to conspiracy to deliver national defense information to a person not entitled to receive it, in violation of 18 U.S.C. Section 793(d), (g). Bergersen is scheduled to be sentenced on July 11, 2008, and faces a maximum possible sentence of 10 years in prison.

Espionage charges are still pending against an alleged conspirator, Yu Xin Kang, of New Orleans, La., who remains held without bond.

The investigation was conducted by the FBI. The Air Force Office of Special Investigations (OSI) provided substantial assistance and cooperation throughout the course of the investigation.

The prosecution is being handled by Assistant U.S. Attorneys Neil Hammerstrom and Aaron Zebley from the U.S. Attorney’s Office for the Eastern District of Virginia, and Trial Attorney Ryan Fayhee from the Counterespionage Section of the Justice Department’s National Security Division.

More than 80 arrested in Florida following marriage fraud roundup

ORLANDO, Fla. - More than eighty individuals involved in various marriage fraud conspiracies throughout Florida were arrested this week following a joint investigation by the U.S. Attorney’s Office for the Middle District of Florida, U.S. Immigration and Customs Enforcement (ICE) and U.S. Citizenship and Immigration Services (USCIS).

The results of the operation, dubbed “Knot so Fast,” were announced here today at a joint news conference hosted by United States Attorney Robert E. O’Neill; Robert W. Weber, Special Agent in Charge of the ICE Office of Investigations in Tampa; and Kathy Redman, District Director of U.S. CIS in Tampa.

ICE special agents made arrests in Orlando, Jacksonville, Tampa, Sarasota, Cocoa Beach and Ft. Myers. Those arrested included individuals who arranged the sham marriages; American citizens who accepted bribes, and foreign nationals who, in some cases paid up to $10,000, to obtain a benefit by committing fraud.

The vast majority of those arrested face criminal charges; however, there are some that face administrative immigration charges to include possible deportation.

Some of these marriages were arranged by individuals who would “coach” those committing the fraud on how to make their marriage appear legitimate. They had wedding dresses on hand, fake cakes, and preset staging for pictures.

U.S. Attorney O’Neill stated, “Sham marriages are a threat to Homeland Security. They subvert our immigration laws and our efforts to ensure proper and legal identification of those who enter and remain in our country. Those individuals who take illegal shortcuts to citizenship, or assist in that activity, will be investigated and prosecuted.”

“Benefit fraud poses a significant vulnerability that must not go unchallenged,” said Special Agent in Charge Weber. “Operation Knot so Fast should send the clear message that ICE and its law enforcement partners will not tolerate the exploitation of our country’s immigration system. Whether you are marrying one person under false pretenses or various people, or facilitating the fraud, know this: you will be found, arrested and held accountable for your actions.”

“Marriage fraud will not be tolerated. It is a direct attack to the national security of the United Sates,” said Director Redman. “The process of detection of marriage fraud begins the moment an application is submitted to our agency and later when a couple comes to our offices for a marriage interview. So, beware. The job of our adjudicators is not just to grant or not an immigration benefit. It is also, and most definitely, keeping our country secure.”

These investigations were part of the Department of Homeland Security’s (DHS’s) Document and Benefit Fraud Task Forces (DBFTFs). The task forces were created in March 2006, to target, seize illicit proceeds of and dismantle the criminal organizations that threaten national security and public safety and address the vulnerabilities that currently exist in the immigration process. Through DBFTFs, ICE partners with other agencies such as the Department of Labor, the Social Security Administration, U.S. Postal Service, USCIS, the Department of State and various state and local law enforcement agencies. These task forces focus their efforts on detecting, deterring and disrupting both benefit fraud and document fraud.

Over the past four years, the number of document and benefit fraud investigations launched by ICE has increased from 2,334 in Fiscal Year (FY) 2004 to 3,591 in FY 2005, to 5,222 for FY 2006 and first half of FY 2007. Corresponding criminal indictments in these cases have increased from 767 to 875 to 1,595, while arrests have risen from 1,300 to 1,391 to 2010 and convictions have increased from 559 to 992 to 1,609.

These cases were investigated by ICE and USCIS. The following Assistant United States Attorneys are handling the prosecution of these cases: Tanya Davis Wilson, Daniel C. Irick, Carlos Perez, Dale Campion, Tysen Duva, Vincent Citro, Eduardo Toro-Font, Nicole M. Andrejko, Dan Irick, Bishop Ravenel, and Jesus Casas.

U.S. Attorney O’Neill thanked the following agencies for their assistance: ICE’s Office of Detention and Removal; the U.S. Marshals Service; FBI; Daytona Beach Police; Volusia County Sherriff’s Office, Brevard County Sheriff’s Office; Orange County Police; Osceola County Police; Seminole County Sheriff’s Office; Lake County Sheriff’s Office; Kissimmee Police; Department of State Diplomatic Security; Naval Criminal Investigative Service (NCIS); Jacksonville Sheriff’s Office (JSO) and the United States Secret Service (USSS).

An indictment or complaint is merely a formal charge that a defendant has committed a violation of the federal criminal laws, and every defendant is presumed innocent unless, and until proven guilty.

The first blast took place at 7.20pm on Tuesday in the crowded Johari Bazaar and within 15 minutes seven more blasts occurred in adjoining areas in the walled city — near the Hanuman Mandir, which was milling with devotees, near Hawa Mahal, at Badi Chaupad, Tripolia Bazar and Chandpole.

Within minutes, the entire market was a picture of total chaos. People ran screaming, jumping over dead bodies and severed limbs, skirting mangled rickshaws and damaged cars. The piercing wail of ambulance sirens replaced the firecrackers that would go off every other day in Jaipur to celebrate its victorious Rajasthan Royals T20 team.

Terrorists displaying the telltale tactics of Lashkar-e-Taiba and SIMI struck with bombs planted on cycles and cycle-rickshaws. In the past three years, this is the 21st terror attack outside Jammu & Kashmir. Chief minister Vasundhara Raje said, “We will not tolerate this.”

Police later arrested a man from Mumbai. Rajasthan’s director general of police, A S Gill, said the attacks were designed to cause maximum damage and the sites had been picked with care. He confirmed that bombs had been planted on brand- new Avon cycles. Similar cycle blasts on September 8, 2006, in Malegaon, Maharashtra, had killed 38 people during a Muslim festival day. Bombs on cycles were also used for the attack on the Faizabad court.

The Malegaon attacks were blamed on LeT and the banned Students’ Islamic Movement of India.”

ARTICLE SNIPPET: “According to the International Anti-Counterfeit Coalition, U.S. corporations alone lose approximately $200 billion annually. The breadth and danger created by counterfeiting is described in the IACC White Paper, ”Facts on Fakes.” If there is any doubt about the connection of counterfeiting to terrorism, here are a few important points:

· On February 28, 2003, Mohamad Hammoud was sentenced to 155 years in prison for helping to lead a cigarette smuggling operation that sent money to Hezbollah.

· The INTERPOL document presented to the Congressional Committee indicated that a wide range of groups - including Al-Qaeda, Hizbullah, Chechen separatists, ethnic Albanian extremists in Kosovo, and paramilitaries in Northern Ireland - have been found to profit from the production or sale of counterfeit goods.

· There have been recent media accounts reporting a link between the terrorist organization Al Qaeda and the trafficking of counterfeit goods. An investigation, involving several countries, into a shipment of fake goods from Dubai to Copenhagen, Denmark, suggest that Al Qaeda itself may be funding itself by trafficking in counterfeit goods. Danish customs, using sophisticated risk analysis software, examined one of the containers on board and discovered that it contained over one thousand crates full of counterfeit shampoos, creams, cologne and perfume. The goods were ultimately bound for the United Kingdom. The United Kingdom later revealed that the sender of the counterfeit goods was a member of Al Qaeda.”
