John Bolton Named Ambassador, France Withdraws From UN

Washington—In what appeared to be a shrewd Constitutional move, Bush appointed John Bolton as U.S. ambassador to the United Nations, sticking it to Senate Democrats and forcing France to immediately withdraw.

The sudden move stunned President Jacques Chirac, forcing him to tears. “I made the call to Kofi Annan,” cried Chirac. “I can’t believe Bush did this to us. With this bully in office, no country is safe from occupation!”

Bush invoked his renegade constitutional authority to fill an open job while Congress was in recess, instead of reportedly trying to resolve a deadlock with senators who had called Bolton unfit for the job; the Democrats had been using a parliamentary maneuver to block a vote on his confirmation. Under a recess appointment, Bolton can serve until the end of the next Senate session when they’re certain to rope in Bush’s egregious error.

“America has now gone more than six months without a permanent ambassador to the United Nations,” Bush said at a White House appearance with Bolton and Secretary of State Condoleezza Rice. “This post is too important to leave vacant any longer, especially during a war and a vital debate about U.N. reform. And Democrats thought they were creating lame duck status. I wonder how they like them apples!”

“This just horrible,” whimpered Sen. George Voinovich, D-OH, breaking down into tears. “Too horrible to put into words. I’m worried about the fate of my children!”

Bush’s decision to appoint Bolton, 56, without a confirmation vote was denounced by Democrats, who predicted it would undermine the diplomat’s credibility at the United Nations and create more partisan rancor on Capitol Hill. Bolton’s sharp tongue and direct style have alienated some subordinates, divided the country and created an impossible scenario for the United States to ever be adored around the world.

“This man is a menace to the international community,” said Sen. Ted Kennedy. “I really can’t blame Chirac and France for what they did. If I were France, I’d be scared, very scared!”

“At a time when we need to reassert our diplomatic power in the world, President Bush has decided to send a seriously flawed and weakened candidate to the United Nations,” said Sen. Harry Reid, D-NV. “France is more than justified. No one wants to be dictated by more than one fascist in their lifetime. Viva la France!”

“Sometimes a blunt style is needed in order to get things done,” White House press secretary Scott McClellan told reporters. “I think Bolton’s the man for the job. He’ll ramrod the U.N. with an iron fist. And I like it. I like it alot!”

In New York, U.N. Secretary-General Kofi Annan told reporters he welcomed Bolton’s appointment at a time when they are in the midst of major reform and said he considered it Bush’s prerogative to bypass the confirmation process. But Annan suggested Bolton’s effectiveness in carrying out Bush’s agenda would be determined by his willingness to accommodate other points of view, a characteristic that some critics have said the new ambassador may be lacking.

“Bush knows he’s a thug. I know he’s a thug and Europe knows he’s a thug,” fired Annan. “Bush can try and ram him down our throats. I’m not scared. Hell no! After a couple of weeks in New York, we’ll fatten his bank account and he’ll be quite agreeable. I tried to tell this to Chirac, but he wouldn’t listen. Therefore, I can only support France and their move to escape tyranny.”

Last week, 35 Democratic senators and the chamber’s one independent are said to have signed a letter begging Mr. Bush not to make a recess appointment. They said Bolton had submitted false information to lawmakers by failing to disclose that he had been questioned by a State Department inspector general about administration assertions that Iraq was trying to obtain uranium. The State Department said the omission was unintentional.

“This is one of the grossest abuses of power I’ve ever seen,” Sen. Christopher Dodd, D-CT. “He’s now damaged goods, lacking zero credibility. I’m for France. Who wants to be under Bolton’s iron thumb? I’d expect more nations to run for cover now to escape intimidation!”

William Luers, president of the United Nations Association of the USA, a non-government policy research group, said Bolton’s credibility at the United Nations would depend more on how he conducts himself than on how he got his appointment.

“Europe survived the Nazi occupation,” noted Luers. “Who knows if they’ll survive Bolton? In the end, France did what they do best.”
