Medical tourism - its already a reality in the USA. Because of our socialism, its often much cheaper (and sometimes faster) to travel to have procedures done.

At one time Colombians, Guyanese, Ecuadorians crossed the border into Venezuela looking for work. Now it is the opposite.
They drive 18 hours each way to buy groceries in Brazil. They work in Colombia’s oil industry. They, per this article, go to Colombia to see a doctor. Their engineers have scattered to the world taking their expertise with them.

Maduro is creating the conditions necessary for horrible mass famine that will end up killing a large number of Venezuelans. Just like what Chine tried to do with the Great Leap Forward, something that ended up killing 45 million Chinese citizens from famine.
