This was obviously after the CG told him a few days after the explosion, the blown out well would leak 8,000-20,000 barrels a day.
And since 1990 OPA makes the federal government, ie President Obama, the lead on containment and cleanup, he looks like he will get right on it. As soon as he can locate some fire booms.
What I like is the way this photo exudes Obama take charge enthusiasm.
