There's a two step process to sharing this graphic:

So basically the low ass pants are themselves a public “service” announcement?
I thought it was because prison inmates are not allowed to have belts, so their pants would fall down to their buttocks.
Actually, most of the goons that do this are really just too stupid to even get the connection.
They think it 1) pisses people off and is therefore good, and/or 2) titillates females at the prospect of perhaps seeing their massively huge(in their eyes) packages or their firm butts.....
