Bill introduced to remove silencers from the NFA

On Thursday, October 22, Rep. Matt Salmon (R-AZ) introduced H.R. 3799, the Hearing Protection Act (HPA) along with 10 co-sponsors, including Representatives Frank Guinta (R-NH), John Carter (R-TX), Mike Kelly (R-PA), Chris Collins (R-NY), Glenn Thompson (R-PA), Tim Huelskamp (R-KS), Trent Franks (R-AZ), Mia Love (R-UT), Doug LaMalfa (R-CA), and Chris Stewart (R-UT). The HPA would remove silencers from regulation under the National Firearms Act (NFA), leaving them to be treated as ordinary firearms subject to the usual NICS check and Form 4473 for dealer sales.

Currently, silencers are subject to the NFA process with “CLEO sign-off,” a 4 to 14 month wait and a $200 tax. In and of itself a silencer is completely harmless.

Their primary function is to reduce the sound signature of the firearm to which they are attached, protecting the hearing of the shooter and reducing noise and disturbance to those close by.

Although they have been subject to heightened regulation under federal law since 1934, silencers have become increasingly popular in recent years, as more and more hunters and firearm enthusiasts have discovered their benefits.

The process has been made incredibly easy the past few years by a company known as silencershop.com who is like the Amazon.com of the NFA world. As a distributor they keep a huge variety of silencers in inventory and can help buyers establish a trust if they need it. Simply order on line, pay forit and select a local dealer to have the item delivered once the paperwork clears.

To ensure the possibility of passage of the HPA does not discourage people from exercising their rights to acquire silencers in the meantime, the Act would allow those who buy one after October 22, 2015, but before the Act’s effective date, to obtain a refund of the NFA’s $200 tax.

thank you ...I use a ar-7 with no butt on it... kinda like a long pistol...I was thinking shotgun for squirrels I can not hit

I have a 22LR suppressor. It took about 10 months to get the paperwork approved - I used a Gun Trust as the owner so when I die, the suppressor transfers to the designated alternate trustee. The good part of this is that it negates the need to have a CLEO sign off - sometimes troublesome depending on where you live.

As for the suppression, mine is a good one made by AAC but truthfully it isn’t impressive. I shoot Aguila primer-only 22LRs in my SW 617 in the basement unsuppressed. When I put the suppresser on my Beretta Cheetah or the Sig Mosquito or on the Ruger 10/22 the noise is about the same as the primer only S&W revolver shots.

I’d add, though, that this is in a basement with walls and a lot of sound reflecting surfaces - it would probably be more quiet out doors.

Had a BLK in a Noveske Diplomat AR pistol with a SWR suppressor. With hand loaded 220gr subs all I got was action & impact noise with semi-auto operation. Sold that off to a drooling buddy and now run a BLK NEF Handi Rifle with the can. Nothing quieter than that and on the cheap!!

Concerning the NFA, I wouldn't mind it so bad if it certified me and then I was licensed to buy whatever NFA item(s) I chose. But having to go thru the whole process on a per item basis just seems like punitive harrassment. And it is.

Would love to see this approved. I wear hearing aids thanks (at least in part) to firing the M-14 without any hearing protection. Shooting just about any gun now bothers my hearing, even with double protection. I’ve avoided getting suppressors because of all the paperwork involved and fear of getting on yet another government list.

Sorry about that. I didn’t intend for it to come out that size. It’s only the 3rd picture I’ve ever posted. I used to get upset as well when people would post full sized pictures, because I do ALL my reading and posting from an iPhone, but by zooming in I can read all the text when someone does like I did and posts a mile long hotlink or a full sized image.

Yep! Trijicon on top. Hard to beat the 22/45 or a Mark 2 to go along with a 10/22. The perfect go everywhere/bugout pistol and rifle.

I just ordered a silencer/suppressor for 7.62 NATO from the silencer shop using my own trust.

Mine happily works with my 7,62 NATO long rifle, my shorty AK, and with a 7,62x25 Tokarev pistol. I'm so happy with it, I'm getting another shorter one in the same caliber for use with an AR15-type rifle with a 7,62x40 WT barrel on it, my answer as to what the .300 Blackout should have been.

And I may pick up a 7,62 Tokarev barrel for a Super .38 chambered M1911 as well. Merry Christmas, followed by Happy Birthday.

Happily, they're legal for hunting in Wyoming as well. Gives me some thoughts about the .300 Win Mag or .300 H&H I hasd not preveiously considered. Hmmmm, and then there's the Garand; just rework a M1 Garand's T37 flash suppressor for the can mount, and....
