VENICE, Italy — President Reagan, who less than two years ago signed the most expensive farm aid bill in history, called Friday for the elimination of agricultural subsidies worldwide by the year 2000 as a way of promoting better world economic health.
At the same time, Reagan said that the United States has made "real progress" in trimming its budget deficit, despite ongoing spending battles with Congress, thereby freeing for private investment abroad some of the foreign capital that has been tied up financing the U.S. debt.
Reagan's remarks, made in a speech televised by Worldnet and provided to networks around the world by the U.S. Information Agency, outlined goals and themes he will press on other government leaders at the seven-nation economic summit conference that begins here next week.
The President will take the opportunity to proselytize Britain, Canada, France, Italy, Japan and West Germany on the economic philosophy he has represented in the United States, based on lower taxes, less government regulation and greater emphasis on private business.
Governments, he said, must "move to dismantle trade-distorting subsidies and labor laws that promote unemployment."
"Agricultural subsidies, for instance, have been some of the worst culprits behind our growing trade frictions" by giving some sellers unfair advantages in world markets. "Let's jointly defuse this expensive farms race by setting a goal of a subsidy-free world for the year 2000," he said.

If he had to meet your standards Carter would have won a second term and we'd probably all be speaking Russian.
Get back to me when the dust settles on all the change of positions that Walker is making lately.
I think its great that he looking at national issues now after spectacularly successful governors terms, beating the crap out of Dems.
The real test on him and others will be when he has to debate his positions.
Economic optimization is one thing, risks to a nation’s food supply is another. When a nation cannot feed itself, that risk becomes hazardous to both life and liberty. Hence, to look at food as merely a purely economic good without accounting for that risk is a fool’s errand. To pretend that it is not worth protecting that independence is to negate the reality of risk management in an uncertain world.
What dust are you inhaling. Walker called for ethanol subsidies to be phased out.
I agree fully. Food policies are a very special case. It is as fundamental a need as the need for defense.
He needs to figure out his core beliefs before he tries to debate them. Apparently the time to think about the biggest issues facing America is right before running for President. You would think that a lesson might have been learned from Romney
Well let’s not kid ourselves, a lot of the farm bill is nothing but corporate welfare for big agro-businesses.
Of course, it’s political suicide for Midwest politicians to suggest money be scaled back.
Walker is no Romney. He beat the crap out of Dems in WI, he enraged them with his conservative victories and then beat off their recall attempts, and then he won reelection.
Romney did none of that. Neither did any of the others
He might have learned a lesson from Romney. You do realize this is from 1987. If you do realize that, then some of us people with aging memories might like to know more about that lesson.
