Under President Obama’s new policy, however, if the state that has just attacked us with biological or chemical weapons is “in compliance with the Non-Proliferation Treaty,” explained Gates, then “the U.S. pledges not to use or threaten to use nuclear weapons against it.”
Imagine the scenario: Hundreds of thousands are lying dead in the streets of Boston after a massive anthrax or nerve gas attack. The president immediately calls in the lawyers to determine whether the attacking state is in compliance with the NPT. If it turns out that the attacker is up-to-date with its latest IAEA inspections, well, it gets immunity from nuclear retaliation. (Our response is then restricted to bullets, bombs and other conventional munitions.)
However, if the lawyers tell the president that the attacking state is NPT noncompliant, we are free to blow the bastards to nuclear kingdom come.
This is quite insane. It’s like saying that if a terrorist deliberately uses his car to mow down a hundred people waiting at a bus stop, the decision as to whether he gets hanged or 100 hours of community service hinges entirely on whether his car had passed emissions inspections.
Apart from being morally bizarre, the Obama policy is strategically loopy. Does anyone believe that North Korea or Iran will be more persuaded to abjure nuclear weapons because they could then carry out a biological or chemical attack on the United States without fear of nuclear retaliation?
The naivete is stunning.

If you were referring to a lack of distinction in the ME between political & spiritual Islam, it isn't about making it OK or acceptable. It simply means that they have an accurate view & understanding of Islam & call it for what it is.
Those who need convincing that it isn't OK or acceptable to insist on differentiating between political & spiritual Islam, are the ones in the West. Just as they differentiate between radical and moderate Islam. The list goes on.. Most of them are our politicians, our media & our 'intellectuals' & 'experts', in the West. Why do they do that? Well, I suspect a number of reasons.

Cambridge dictionary defines:
Cult: "a religious group, often living together, whose beliefs are considered extreme or strange by many people". OR, "a particular system of religious belief" - it gives the example of: the Hindu cult of Shiva
Religion: " the belief in and worship of a god or gods, or any such system of belief and worship". OR, "an activity which someone is extremely enthusiastic about and does regularly"
Additionally, it is also very appropriate to refer to Islam, as an ideology. "a theory, or set of beliefs or principles, especially one on which a political system, party or organization is based".
2 distinct points:
First, "Islam is not a culture per se; it is an all-encompassing doctrine." - Correct. Though 'culture' is an inherent component of it.
Equally, a religion, a set of religious beliefs or an ideology neither come about, nor exist or practiced in a vacuum or in isolation. They are dependent other factors. IOW, they are, Also, historically, politically, socially, culturally & economically specific to a nation, a race or even their sub-cultures & sub-groups. That's why Islam practiced in Indonesia is different to the one in Egypt, Albania or Iran, as examples. Though, they all share the same core. I'd suggest, the mentioned factors, also, contributed to the development of various sects or branches of Islam.
Secondly, about the Russians. Poster Viiit on the other site (link), says the following:

By "meta-program", I take it he means what creates & controls decision making; inclusive of cultural & theological (religious) beliefs & values. I think he is spot on in his comment.
He is correct that Russians as a people are not ready for democracy as they are still imbibed with the tyrant ruling spirit since the Mongol invasion and the rise of Muscovy. I objected to him linking the two groups together, even tenuously.
There are hundreds of different Sufi schools. These were continuously invented over the centuries. The origins of Sufism is not in Islam, nor Mohammad. Although, Sufism, as a broad brush label, basically, in modern times, is applied to ANY "Islamic mysticism".
Those Sufi schools that passively 'submit' to the will of Allah, Sharia law, and use the hadiths, Sunnahs & the Koran (in addition to their own interpretation & other texts) are Islamic, or came into existence *after* Islam was spread & imposed.
In non-Arab countries such as Iran & Turkey, in order to incorporate their own pre-Islamic cultural & social traditions into Islam, and to minimise risk of persecution by Arab-Islamic invaders, they pretended to be "Islamic Sufis". Especially during early centuries, post-Islamic conquest. Iranian (Persian) poets such as Hafez and Khayyam (labelled as 'sufis') are good examples, when they talk about 'drinking wine', or 'Saghi' (the wine/cup-bearer).
Anyhow, most would probably know that 'Sufism' is not accepted as Islam by Shia, Sunni or other mainstream branches of Islam.
Interesting to consider your earlier remark about "Islam is not a culture per se but rather an all-encompassing doctrine", in a different context. That context being that Arab & Islamic scholars, to date, try to portray anything & everything as Islamic, "Islam inspired" or invented by Moslem-Arab figures.
These range from sciences, mathematics, geometry, to medicine, literature & architecture. When All of the mentioned utilise & draw up knowledge, developments, and practices that were indeed pre-Islamic, in the ME.
In that sense, Islam is, also, a very much "all encompassing way of life". After all, a bunch of bedouin Arabs had nothing to contribute to the mentioned fields. Post-Islamic invasion, it became known as "cultural manipulation", and pure misrepresentation of conquered lands & people.
So now, for example, instead of Iranian (Persian) civilisation, we keep hearing about "Islamic civilisation" & "the golden age of Islam". Of course, the fact the savage Moslem-Arabs burned libraries & all types of books (except their Mein Kampf i.e. the Koran) after their invasion, is conveniently omitted, by Arab & Western media, in general. Their actions further help cement the idea that the socalled "Islamic civilisation", due to Islam, was both tolerant & progressive in thinking & doing.
Now, we have little concrete & accurate historical materials to refer to or study about pre-Islam. Only the incessant bogus media coverage, which often implies that "civilisation" in the ME began with Islam, by Moslems & Arabs; when they brought their "godliness" & "golden age" to infidel countries. And, that those people, pre-Islam, must have been 'unholy' & lived in caves in Iran, as one example.
