No difference exists between detaining the person trying to leave a dangerous scene and several individuals holding their arms to keep them there. This should be a felony. If the individual leaves the vehicle to run, then the perpetrators have "stolen" the vehicle. Pass a law to make it felony kidnapping to detain someone in their vehicle without law enforcement authority.
