Because the Pope rejected the Dallas Plan.
The Dallas plan was rejected because it was full of holes. The bishops exempted themselves. Rome objected to that as they should have. There was a whole lot more to it, too, like no protection for those falsely accused. The Vatican sealed up the holes. And there were a lot of them.
The moving of sodomite priests was, admittedly, bad decision making. Although, there really were not more that a handful left by the time the records were opened almost everywhere but Boston.
Honestly, a lot of us DID know about it long before it was published. We just kept it quiet because we knew the whole affair would be exploited with the purpose of destroying and belittling the church. THAT was prophetic.

I found it interesting that the press pretty much ignored the homosexual angle of the case where the two boys clubbed their father to death. Never mind that the adult who was cleared of the murder was the lover of the victim and had had sex with the boys, one of whom was about age 10. Never have I heard the word "pedophile" used in this case.
