Also, why would an angel be incapable of binding another angel?

Denied by the Scriptures. Jesus will be revealed from heaven in a flaming fire to take veangence upon those who do not know God and do not obey the gospel:

• These shall be punished with everlasting destruction from the presence of the Lord and from the glory of His power, when He comes, in that Day to be admired among all those who believe.

BTW, notice that these shall be punished when He comes, not 1000 years after He arrived.
