Maybe I don't understand the players as well as I thought, but I'm surprised to see the Congregation for the Clergy not mentioned here as an active participant in the drafting of this document.

Perhaps this is due to the large number of homosexual priests AND bishops/cardinals. Should this draft become a directive, it will raise serious questions about those homosexuals who have already been ordained. And .... there are many!
