No, the mark mentioned was: 4. That men must have a subjective theological knowledge of regeneration before they can believe the Gospel.

There is a huge difference between "must have a subjective theological knowledge of regeneration before they believe the Gospel" (i.e. must be Calvinistic in their theology), and the fact that they must be regenerated before they believe the Gospel (i.e. "ye must be born again").

Every Calvinist believes that men must be regenerated before they believe. We have affirmed, many times, that having a proper theology is not a prerequisite to salvation.

That is part of the above article under "noetic influence." The remainder says the same thing, essentially, that hyper-Calvinism teaches that regeneration occurs before belief. They consider it a silly argument on Hyper-Calvinism's part.
