Only if you thought the "wrong" was necessary for a greater "good." I'm just not buying that anyone is convinced and quite content that their own actions are "wrong."
Okay, ... let's consider con-artists. Do you think that they are considering a greater good ? Do you think that they do not know that it is wrong to separate you from your money ?
Have you never seen a child (or an adult, for that matter) disobey authority, for the sole purpose of defying that authority ?

Do you not see a connection between evil behaviour and immature behaviour (i.e. me, me, ... all for me !) ? Does it not appear that Satan's behaviour is immature ? Doesn't mature behaviour take into account what's good for others, as well as what I perceive to be good for me ?

I think that they, and large numbers of our populace are utterly without a conscience. They may know it is illegal, but they are not convinced of their wrongness.
