Reporting what? If you mean turning over old files to local DAs, yes all are supposed to be doing so, though some of the bishops are still resisting. They will be the next forced to step down. Mahony in LA is at this point right now.

Yes, in many cases the local DAs lack the authority (statutes of limitations) or the capability (witnesses not available, etc.) to try very old offenses that were not reported before. In those cases, the Church has reserved the possibility of punishing such priests by removing them from any active service and forbidding them to dress or act as a priest. This is an alternative to simply throwing such usually old and poor men onto the welfare state.

That is exactly the point. Keep them in house, but away from the public.
